Jeddah Economic City

RED in conjunction with Tractebel in the Middle East have been awarded the Technical Advisory Role for the District Cooling requirements of the Jeddah Economic City, who are the developers of Jeddah Economic City, which supports the overall development of the world’s tallest tower, Jeddah Tower (currently under construction), that will measure over one thousand metres in height when built.

Total land area for Phase 1 is equal to 1,551,250m² with a GFA of approximately 3,560,338m² leading to an expected demand load of 110,000TR. For the initial delivery 16,500TR shall be made available to the Tower, mall and commercial district.

The service we are providing is Technical Advisory to Jeddah Economic City Ltd (JEC) in selecting a Design Build Operate Transfer provider out of seven (7) bidders for the delivery of District Cooling Plants to serve Phase 1, the term of the concession is 25 years.

Key Facts

Work is still ongoing, however value delivered to date is:

  • identified three (3) viable providers with the low NPV offers and robust financial, delivery plus operations capabilities to take on this scale of project.
  • rationalization of the plant load and efficiency to improve the future utility rates for the development’s tenants
  • phasing and scalability improvements to the plant design and configuration to prevent overinvestment and under utilization
  • identification of Low ∆T correction strategies to be implemented in the connected buildings
