Government of Canada District Energy Contract

RED was appointed to provide ENGIE North America with support with its recent proposals for a 35-year energy efficiency contract with the Government of Canada in the National Capital Region, as part of a consortium which was subsequently selected and awarded the contract in May 2019.

Under the contract, ENGIE and partners PCL and Black & McDonald will modernise, operate, and maintain the District Energy Systems (DES) that heat 80 buildings and cool 67 buildings, including the Parliament Buildings, in Canada’s Capital Region of Ottawa-Gatineau.

This modernisation work is designed to support the Canadian Government’s objective to reduce its energy consumption and greenhouse gas emissions from operations by 40% by 2030.

RED’s contribution to the proposal involved contract reviews of the main Energy Services Acquisition Program (ESAP) Agreement, review of various inter-consortium contracts, as well as assisting with the production of various contract Exhibits such as Design Plan, Construction Plan, Training Program, Transition Period, Access and Health & Safety protocols.
